Nineteen of Medvedev's 21 titles have been achieved on hardcourt
A comeback Medvedev secured his first championship for 882 days with success over Frenchman Moutet in the tournament title decider.
The athlete, a former top-ranked player, has had a torrid season, managing just one match at the major tournaments and undergoing a meltdown at the New York tournament.
The player's varied form on the ATP Tour - and difficulties with his serving in especial - caused him exiting of the elite rankings and finally separating with long-term coach Cervara.
Presently training with his coach and Goetzke, he has steadily improved in the recent weeks - peaking in a tightly fought 7-5 4-6 6-3 win over challenger Moutet.
This marks his maiden championship following the Rome competition and maiden on a hard surface after that period of the previous year.
The win also means he has achieved twenty-one championships at twenty-one different competitions.
"It's the first time I'm at a competition with my both daughters simultaneously, so to get a title is particularly special," stated ranked player Medvedev.
"This victory is in dedication of my younger daughter Victoria, because the initial championship I achieved when my first daughter my daughter was delivered was for her."
The athlete, the 2021 US Open champion, had failed in his previous six finals, featuring in that event previously this season.
Medvedev's counter-punching approach and regular outbursts on the tennis court had led some to doubt if his capacity to compete at the top level was over.
However the 29-year-old has altered his approach in the last few weeks, making an effort to approach the net and compete assertively, reinforced by an improved serve.
The champion came back from a break down in the opening set against the difficult Frenchman, securing four of the last five points to go ahead.
Both players exchanged breaks in the second set before the Frenchman, striving for his initial professional victory, seized the initiative to create a third set.
The opponent rescued four initial break points in a close deciding set before the champion secured a break to that score to serve for the match.
Fittingly, Medvedev secured the title with a point at the front of the court, with Moutet failing to manage a volley after two hours and 38 minutes.
